Comments on Draft Scope of Work – Environmental Review of South Bronx Site, Borough-Based Jail Proposal

Prepared for the Diego Beekman Mutual Housing Association, these comments respond to the Draft Scope of Work for the Draft Environmental Impact Statement that will be prepared for the New York City’s proposal for a Borough-Based Jail System proposed to replace Rikers Island. The comments raise the question of the appropriateness of evaluating all four borough-based sites in one environmental review process and strongly assert the City’s responsibility to evaluate alternate scenarios during CEQR. Other issues addressed include appropriate study area boundaries, the City’s justification for purpose and need, necessary information about the relocation of the NYPD Tow Pound and the decommission of the Vernon C. Bain Center, among others.
