This presentation to the Community Board 3 (Manhattan) Economic Development committee reviewed Special Enhanced Commercial Districts in New York City. It looked at existing districts and regulations within NYC, innovations outside of NYC, which ECD regulations might make sense to address neighborhood concerns in CB3 and strategies to move forward to implement a solution.
